The origin and communication of scientic publications have naturally been linked to the development of science in all
its areas. But, in addition, they have been attached to connections causing uctuations suffered by publications such as
ours. Many scientic journals have disappeared in Uruguay shortly after their birth, mainly because of high publication
costs or due to the lack of a professional approach by their editors.
This time, the Military Health Journal has focused its improvement efforts on this year, trying to integrate, improve and
give a professional status to the work group of reviewers and editors. This, in turn, will allow this publication to remain
within the national scientic environment, thus overcoming difculties that might affect it.
In this way, the publishing work group has been extended and it is constantly working in order to preserve freedom of
expression of the authors, to guarantee condentiality in the process of revision by peers and watching over impartiality
and avoiding conicts of interests. A group of specialized and competent reviewers has been formed, who shall carry
out their assessment of the texts with impartiality, as well as the accuracy and original character of the investigations.
They shall also provide improvements and constructive suggestions for the authors. In addition, they shall preserve the
anonymity and warn about possible personal or interest conicts.
The quality of every scientic publication is focused on its diffusion and visibility. If a journal does not reach its readers,
it will be difcult to achieve its goals. The rst steps in order to accomplish this objective were taken in 2012 by the
inclusion of our publication in Latindex. Along this line, the Journal´s target is to improve its diffusion by redesigning
and improving its web page. There, in addition to the specic elements of its identity, we can also nd all the articles in
full text since 1998. The option of an electronic format is, beyond any doubt, one of the most relevant ways to increase
its visibility.
And now, changing the focus of our attention to other aspects, we must underline that, in the current year, our Biomedical
Library has been named after EQ. MAYOR (M) PROF. DR. HECTOR HOMERO MUIÑOS, a renown and distinguished
Uruguayan medical doctor. His collection of books, donated after his death, became the foundation for the onset of this
Library. In this number, the Journal includes a prole of DR. HECTOR HOMERO MUIÑOS, described by the always
agile and well documented pen of Professor Augusto Soiza.
The Journal also includes a series of articles of the medical, dental, medical jurisprudence and medical history areas;
we expect that they shall all be welcomed by our readers. According to our promise, we remain on our way.
