Abstract

It was performed an epidemiological descriptive study in order to know the characteristics of health care in the Emergency Department of the Armed Forces Central Hospital and to demonstrate the necessity of reorganising First Level Care.
On November 1996, a survey was conducted comprising 6.464 consults with a daily mean of 214 consults.
This demand was performed by young population, predominantly female, and 53% was carried out by retiredpersonnel and their relatives.
53% came from neighbours with high level of unsatisfied Basic Necessities and 87% of the demand corresponded tousers who live in Montevideo, close to a First Level Care Centre.
It was demonstrated the necessity of reorganising medical care within the Health Care National Direction of theArmed Forces, which must provide services of different complexity in order to satisfy the demand of its users, thusenhancing First Level Care.
