El primero de los directores, entre 1918 y 1920 fue el médico uruguayo (coronel asimilado) Francisco Fernández Enciso según la Orden General del Estado Mayor del Ejército Nº 2194, dada en Montevideo el 24 de diciembre de 1918.
Ha sido enigmática la biografía de Fernández Enciso que firmó indistintamente como Fernández Enciso o Fernández de Enciso. Hasta fecha reciente, sólo escasos datos existían sobre su persona. Pero es indudable que algún valor profesional hubo de ostentar para ser designado en tal alto cargo, inaugurando la galería de directores generales. (...)
