The objective of this paper is to analyze how the National Health Directorate of the Armed Forces (D.N.S.F.AA.) is adapted to the new management model proposed by the Ministry of Public Health (MSP), through the Budget Law.
Some of the main characteristics and guiding principles of the proposed reform at the Pan-American and national levels are analyzed at the macro-management level. In order to visualize the gap between the current situation and the target image to be achieved, some characteristics of the current model, the regional situation of the health reform and the institution are discussed.
The strengths derived from Decree No. 356/999 on the Health Policy of the Armed Forces are highlighted.
Emphasis is placed on the areas of care and management, leaving aside the area of financing.
As tools or lines of action to support the change process, three areas are prioritized at the mesomanagement level: information systems, human resources training and institutional research.
and institutional research.
In conclusion, it is emphasized that the D.N.S.F.AA. has a fundamental role to play in the current national situation, tending to become a "valuable auxiliary partner" within the health sector.
